These are the criteria showing a prosperous economy:
1- High level of salaries with an abundance of jobs for the
population
2- High level of taxes (up to 50% of GDP) with a well
managed national budget
3- Developed infrastructures and social services
4- A developed welfare system.
In present Cambodia, all the four criteria show a weak and mismanaged economy: low salaries and high unemployment, low taxes collected in a dubious tax system, poor infrastructures and social services, no welfare system whatsoever. Taxes represent only 20% of GDP but corruption prevents an effective allocation of resources. The country’s leaders therefore rely on foreign aid and external loans while intensively selling natural resources.
